Rikers has long been a hellhole, and many New Yorkers are familiar with the regular cycle of news stories about the horrors perpetrated there. With the worsening conditions at Rikers – and faced with a mayoral administration refusing to follow court orders In May, Judge Laura Taylor Swain took the most dramatic step available to the court and ruled to appoint a remediation manager – or, in legal parlance, a receiver – to act on stalled reforms at the jail complex.
With Judge Swain expected to appoint a remediation manager in September, there are many questions on what this will look like and how this will affect the shutting down of Rikers Island.
